CERT Staff Biographies
A. David Lester, Executive Director (Muscogee Creek)
David has served as the Executive Director of the Council of Energy Resource Tribes since 1982. He is also president of the CERT Education Fund, Inc. Under a special CERT education board, David provides executive direction to the CERT Comprehensive Education Program. David graduated from Brigham Young University in 1967 with a degree in Political Science, after serving a mission for his church in South America. Upon graduating, he joined the California Federal Savings and Loan as a savings section head. In 1968-9 under the presidency of Mescalaro Apache leader, Wendell Chino, David served as Economic Development Specialist for the National Congress of American Indians. He serves the Institute of American Indian Arts in Santa Fe, New Mexico as a member of the Board of Trustees, is a Board Member of Americans for Indian Opportunity, and is a member of the National Coal Council.
Glenda Archuleta, Tribal Relations (Kaibab Paiute)
Glenda serves as Director of Tribal Relations and Executive Assistant to the CERT Executive Director. Her key responsibilities include communication with CERT member Tribes and coordinating CERT Board of Directors/CERT Executive Committee meetings, policy meetings of the CERT membership, and the board of directors of the CERT Education Fund, Inc. Other areas of responsibility include coordination of the American Spirit Award Dinner, Faces of the Future Dinner, the Pueblo Challenge golf tournament, and the fund-raising associated with these events. She also serves in an officer capacity as Assistant Secretary of the CERT Board of Directors. Glenda is a graduate of Haskell Institute.
Clint LeBeau, Progm Assistant, (Cheyenne River Sioux Tribe)
Clint re-joined the Council of Energy Resource Tribes as a Program Assistant. His duties include all aspects of conference and meeting coordination, Tribal and organizational strategic planning, as well as administrative and technical support of CERT energy, environmental, and educational program activities. Clint began his association with CERT in 1988 and through the years, he has supported, coordinated and managed a dozen large scale conferences, symposia, roundtable discussions and fund raising events. He has also managed and coordinated over 20 energy, environmental and education topic-specific workshops for Tribes, industry, and governmental agencies..
Debbie Rowe, Accountant
Debbie received her B.A. in Accounting from Ferris State University in Big Rapids, MI in 1982 and has worked for CERT since 1984. Debbie recalls how CERT gave her a great opportunity when they hired her as an accounting clerk in 1984 and let her grow and learn through the years to become their Accounting Director. Debbie's expert knowledge in grant management and her ability to work closely with CERT's external auditors make her an essential part of CERT.
