High Energy Cost Rural Communities
The U.S. Department of Agriculture, Rural Utilities Service requests proposals for Assistance to High Energy Cost Rural Communities. Eligible communities are those in which the average residential expenditure for home energy is at least 275 percent of the national average (see funding notice for guidance). This program supports a broad range of energy facilities, equipment and related activities. Grant funds may be used to purchase, construct, extend, repair, upgrade and otherwise improve energy generation, transmission, or distribution facilities serving eligible communities; eligible facilities include on-grid and off-grid renewable energy systems and implementation of cost-effective demand side management and energy conservation programs. $21.9 million expected to be available, up to 20 awards anticipated. Biomass R&D
The U.S. Department of Energy requests proposals for the Development of Saccharifying Enzymes for Commercial Use. Specifically, DOE seeks R&D of enzyme systems capable of producing C5 and C6 monomeric sugars from pretreated lignocellulosic biomass, that are currently at a level of development commensurate with a commercial track. $33.8 million

Hydrogen Pilot Projects
The Naval Surface Warfare Center, Crane Division requests R&D proposals for scientific study and experimentation in the form of a pilot projects for Hydrogen-Fueled Material Handling Equipment, and Hydrogen Vehicle Fueling Station Pilot Projects. While this BAA will involve delivery of equipment and technology pilot testing for the purpose of data collection, the focus of this BAA is on the collection of operational data. Preventing Western Water Conflict and Crisis
The U.S. Department of Interior, Bureau of Reclamation, requests proposals for Water 2025: Preventing Crisis and Conflict in the West - System Optimization Reviews (SOR). Through SORs, Reclamation will work with willing irrigation and water districts, western states, tribal water authorities, and other local entities with water delivery authority, to assess the potential for water management improvements in a given basin or district. Tribal Border Water Infrastructure Program - Region 9
The U.S. Environmental Protection Agency, Region 9, requests proposals for the Tribal Border Infrastructure Program. This program funds high priority wastewater and drinking water infrastructure projects on federally-recognized Indian lands within 62 miles of the U.S. and Mexico border. Project areas may include but are not limited to wastewater treatment facilities, new wells to replace contaminated sources, and new distribution systems to replace old, small diameter lines susceptible to contamination. $1 million expected to be available, up to 4 awards anticipated. Fellowships for Undergraduate Environmental Study
The U.S. Environmental Protection Agency requests proposals for Fall 2008 EPA Greater Research Opportunities Fellowships for Undergraduate Environmental Study. Through this initiative, EPA seeks to support leadership in the nation's environmental science, research, education, assessment, restoration, and preservation efforts. Eligible students will receive support for junior and senior year, and an internship at an EPA facility. Planned course of study must focus on pollution

DOE SBIR/STTR Phase I
The U.S. Department of Energy announces its intent to requests proposals for Phase I of the FY 2008 Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Program. Evaluation of NW Efficiency Programs
The Northwest Energy Efficiency Alliance (NEEA) requests proposals for an independent evaluation of NEEA accomplishments between 2003 through 2007. NEEA is a non-profit organization working to encourage the development and adoption of energy-efficient products and services; it operates programs in ID, MT, OR and WA and is funded by 10 electric

Social Entrepreneurship
The Skoll Foundation requests proposals for Social Entrepreneurship Awards, for social entrepreneurs whose work has the potential for large-scale influence on critical challenges of our time in the areas of environmental sustainability, health, tolerance and human rights, institutional responsibility, economic and social equity, peace and security. These awards provide later-stage funding, which is generally structured as a $1 million award paid out over three year. In most cases, the grant is provided for core support to help organizations expand their programs and capacity to deliver long-term, sustainable equilibrium change. Clean School Bus USA - Regions 4, 6, 7, 9 and 10
The U.S. Environmental Protection Agency requests proposals for Clean School Bus USA for Regions 4, 6, 7, 9 and 10. This program supports projects that reduce emissions from diesel school buses through a variety of strategies, including but not limited to, emissions control technologies, vehicle and engine replacement, cleaner burning fuels and idling reduction strategies.
